The IOOS Regional Associations (RAs), including SCCOOS, evaluated the state of the nationwide HFR network to determine needs for maintaining the network within operational requirements of NOAA. An important network goal is to serve stakeholders including the US Coast Guard, the Bureau of Ocean Energy Management, state agencies, regional sanitation districts, departments of public works, private companies, non-governmental organizations and the research community. The evaluation revealed a growing need to recapitalize aging hardware and infrastructure of the network. BIL funding will support a portion of needed upgrades for HFRs which are critical for oil spill response and recovery, maritime operations, water quality monitoring, ecosystem management, and other societal and scientific benefits. BIL funds will support critical hardware upgrades of five HFRs operated by the University of California, Santa Barbara (UCSB). These HFRs, like most radars in the IOOS network, consist of CODAR SeaSonde systems. Upgrading these systems will ensure their continued operation.
