Abstract

As India aims to decarbonize its economy by transitioning away from fossil fuels and developing wind and solar-dominated clean energy generation portfolios, developing robust long-term investment and integrated resource plans and processes is critical to ensure the reliability and affordability of its electricity system. Robust planning methods, such as well-developed modeling tools that provide useful and accessible data outputs, are critical for ensuring that decision-makers transition to clean energy in a way that minimizes economic and socio-environmental impact. We propose a multi-model framework to produce key information critical for policy and implementation decisions. Specifically, we propose to develop data sets, models, and analysis for resource adequacy and long-term capacity investments to meet India’s clean energy goals. Because planning and operations decisions are taken at both the national and state-level institutions, we propose to engage directly with the national-level institutions as well as work closely with the World Resource Institute (WRI) to develop capacity and resources at the state-level.
